Institute of Industrial Skills Development (IISD) - Africa Development Council
The Institute of Industrial Skills Development (IISD), a key subsidiary of the Africa Development Council (ADC), was established as ADC’s professional training unit to address the continent’s pressing industrial skills gap. Since its inception, IISD has positioned itself as a strategic enabler of Africa’s workforce development, bridging education, industry, and innovation to drive sustainable industrialization.
Vision
To be Africa’s leading hub for industrial skills training and workforce development, advancing safety, innovation, and competitiveness.
Mission
To deliver world-class training, certification, and professional development programs that empower Africa’s workforce, strengthen industrial safety, and contribute to sustainable economic growth.
Strategic Objectives
- Provide internationally recognized vocational and technical training.
- Enhance industrial workforce capacity through continuous professional development.
- Support local content policies by empowering African professionals.
- Promote industrial safety, quality assurance, and sustainable practices.
- Forge partnerships with governments, professional bodies, and international agencies.
Core Focus & Mandate
IISD designs and delivers specialized training programs in:
- Non-Destructive Testing (NDT) (Levels I, II & III)
- Welding Technology & Fabrication
- Industrial Safety, Health & Environment (SHE)
- Fire Safety & Prevention Management
- Radiation Safety & Exposure Management
Beneficiaries include engineers, architects, welders, safety officers, radiation workers, artisans, technical university graduates, and professionals across the oil & gas, mining, automobile, nuclear, telecom, and manufacturing industries. Through these interventions, IISD contributes directly to Africa’s industrial transformation and workforce readiness.
Training Programs & Services
IISD training programs combine hands-on workshops, classroom instruction, field demonstrations, and certification. Many courses are delivered in collaboration with the Ghana Institution of Engineering (GhIE), Ghana Welding Bureau (GWB), and the National Nuclear Research Institute (NNRI) of GAEC, ensuring international alignment and accreditation (including IIW Welding & NDT certifications).
Upcoming flagship workshops (October 2025, Accra) will provide CPD-certified training for radiation workers, engineers, welders, and safety managers, with 9 CPD hours awarded per module. Past participants highlight IISD’s practical, industry-focused approach as a career-transforming experience.
Strategic Partnerships & MOUs
IISD has signed several key Memoranda of Understanding (MoUs)
- GhIE – CPD training in NDT, Welding, SHE, and Fire Management
- GWB – Professional certification coordination in IIW Welding & NDT
- NNRI/GAEC – Joint workshops in NDT, Welding, Radiation Safety, and Fire Prevention.
Additional partners include GYASON Ltd (Finland), Daily Graphic, Joy News, and ADC’s
subsidiaries: SAY Business Solutions & Engineering Consortium and Science & Technology
Advocacy Renaissance for Africa (STARFA).
Impact & Achievements
- Ongoing collaborations with GhIE since 2019 have trained numerous Ghanaian engineers in CPD modules.
- Programs have strengthened Ghana’s local content agenda by equipping professionals with globally benchmarked technical skills.
- IISD-led initiatives have raised awareness on fire prevention, industrial safety, and structural quality assurance at national scale.

Future Plans and Strategic Vision
Looking forward, IISD aims to expand its training reach across Africa, integrating digital learning platforms, strengthening pan-African partnerships, and establishing regional centers of excellence. Upcoming initiatives will focus on renewable energy skills, advanced welding technologies, and AI-driven industrial safety systems.
Through innovation, partnerships, and commitment to excellence, IISD continues to play a catalytic role in shaping Africa’s skilled workforce and safeguarding industrial development.
